Description courte : Le VIE, basé à Pékin assure un rôle de coordinateur local d'un projet bilatéral de coopération institutionnelle impliquant de multiples partenaires Français et Chinois; d'une part l’Agence de l'eau Seine-Normandie (principal financeur du projet dans le cadre de la loi dite Oudin-Santini), L’Établissement Public des Grands Lac de Seine, le Syndicat Interdépartemental de l'Assainissement de l'Agglomération Parisienne, L'Office International de l'Eau, d'autre part la Municipalité de Tianjin, la Province du Hebei et la Commission de Conservation de la Rivière Hai. Cette coopération existe depuis 2011, avec un poste de VIE renouvelé depuis 2012.
